Mobility package in no man’s land
With new cabotage rules and the obligation for trucks to return regularly to their home countries, the last parts of the EU mobility package came into force just over a year ago. But instead of improving everything, the package continues to cause great uncertainty.

How does the EU mobility package, which was fully introduced for commercial freight transport over a year ago, work in practice? An event of the Trace 2 project has now dealt with this – with quite sobering results.
Even the birth was difficult, the bickering and squabbling among the EU member states was great. And when the so-called Mobility Package I, with its new rules on driving and rest times, cabotage, posting of drivers and other matters, was finally put together and passed as EU law in July 2020, the dispute continued: A good dozen lawsuits filed by numerous EU states against partial regulations of the Mobility Package are still awaiting a ruling by the European Court of Justice. Outcome uncertain.
Problems with the controls
It is therefore not surprising that not all countries are rushing to actually implement the new rules.
